Greater Visakhapatnam Municipal Corporation (GVMC) is supplying drinking water for residences in the city consisting of 72 municipal wards and also to the industries through Town Service Reservoir (TSR). GVMC has to supply water 24x7 to the entire city in phases, 100% household with direct water supply connections, metering of water connections and billing as per meter reading. Supply of water @ 150 litres of per capita per day (LPCD) for a population of 25 lakhs people approximately, 100 million gallons per day (MGD) required per day for residential use apart from this for industrial use also another 10 MGD is required. At present, GVMC Town Service Reservoir is getting water from the reservoirs of Raiwada, Thatipudi, Gostani, Mudasarlova, Meghadrigedda,YLMC and also from Yeleru canal.
To achieve the supply of water 24/7, Polavaram Left Main canal is the best solution. The Bachawat Tribunal has allocated 23.44 tmc feet of water to the Polavaram LMC which could be used to meet the industrial needs and also drinking water needs of the city.
24x7, metered water supply based on preventing wastage, improving infrastructure, and installing Supervisory Control and Data Acquisition (SCADA).
Andhra Pradesh Eastern Power Distribution Company Limited (APEPDCL) is responsible for undertaking distribution and supply of power in Visakhapatnam City. APEPDCL supplies power to different categories of consumers with their substations, transformers & feeders. APEPDCL corporate office and head office situated at Visahapatnam City.
Sources of power : Simhadri Super Thermal Power Plant - 1000 MW capacity - Units 1 & 2 & Vizag Thermal Power Plant (Hinduja Power Plant) 1040 MW capacity for supply of power to Coastal & North Coastal Districts of Andhra Pradesh.
Generation of power from Solar energy.
SOLAR TREE AT KAILASAGIRI - The Vizag Solar Tree to have live labs to monitor the quality of air in the city! The structure will be in the shape of a tree and it will be developed with a joint venture partner involving various research institutions. VUDA is on the view the project will stand as an iconic structure on Kailasagiri that attracts thousands of tourists daily and that it will help research in renewable energy sources.
Visakhapatnam Port Trust has commissioned 2MW solar capacity and will add another 8 MW very soon. VPT will be the first major port in the country to run entire port operations on solar energy
Underground Drainage system to be improved to reduce the water logging in many areas of the city during monsoon. Canals in the City to be renovated/modernised by removing mud/sand in the canals to avoid water logging.
Door to Door collection of solid waste, its transportation and scientific disposal of the same. Clean Water supply and Sewerage connection to all urban households besides storm water drains.
Plantation of trees, Improvement of sanitation, construction of more number of individual household toilets and public toilets to make open defacation free city, dustbin free streets and move the solid waste collected from the streets on day to day basis to the dumping yard, provide water tankers for watering the plants through out the city.
The above should be implemented from Old city to the border areas of city Anandapuram, Pendurthi, Lankelapalem, parawada, NTPC etc, consists of 72 municipal wards by Greater Visakhapatnam Municipal Corporation (GVMC).
Development/Construction of Small playgrounds and Parks in every colony/area.
Government should make the city slums free by constructing G+4 apartments for Below Poverty Line (BPL) families and also to the economically backward people. Government should make it their aim to provide house to every family.
Government with public/private participation should lay underground gas pipelines and supply the LPG through gas pipelines for the domestic use, metering of gas use and the billing also as per usage.
24.11.2016: AP Transco 132 KV Underground Electrical Cabling phase - 1 work begins at Appughar beach road.
17.09.2016 : State Govt.of Andhra Pradesh has approved the Underground Electrical Cabling system in Vizag Smart City in an area of 387 Kms. The esimated project cost is ₹ 720 cr, out of this World Bank loan is ₹ 489 cr and the remaining amount will be provided by State Govt. APEPDCL is going to call for Tenders soon and the work will be completed within 18 months from the date of finalisation of tender. Total 23 substations (33/11 kv) will be covered in this project.
10.06.2016 : Underground Electrical cabling project bids on 15th July,2016. ₹ 720 Cr project cost - Phase-I works begin in August, 2016 with World Bank Aid. Underground cabling will be laid in MVP Colony, Peda Waltair, Sivajipalem, RCD Hospital, Siripuram and KGH Areas under Phase-I with an estimated cost of ₹ 239 cr.
04.05.2016 : The administration is planning to extend the proposed underground power cable project to create a common duct that would house all other cables like the fibre optic network. The District Collector has asked the GVMC engineers to do a detailed study and come out with a concrete proposal which after due clearances from Chief Minister and others would have to be included in the tenders scheduled to be floated by June 15 for the World Bank funded underground power cabling under the AP Disaster Recovery Project (APDRP).
Underground Ground Electrical cable system by APEPDCL. APEPDCL to start underground cabling project in Vizag Smart City. After cyclone Hudhud severely hit the electricity supply system of the city, the World Bank has agreed to extend financial assistance to the underground cabling project. A world bank team would visit the discom on June 7 and 8 to finalize the proposals.
The work on the underground cabling project of APEPDCL in Vizag Smart City is all set to begin from August this year. The probable date for floating of tenders is March 14 and the work is scheduled to begin from August 1. In the first phase, areas such as MVP Colony, Peda Waltair, KGH, RCD Hospital, Siripuram and Sivaji Park will be covered.
Government as well as private companies should take measures to control the pollution levels in the city.
Measures should be taken to control the pollution arising out of Coal dust, Chemical/Refinery factories and also through Vehicles.
09.07.2016: Study on beach erosion will take 2 years, we are in touch with the Netherlands-based consultancy Deltares. It will take two years for detailed study of the factors causing beach erosion so as to suggest preventive measures, Municipal Commissioner Pravin Kumar has said. The studies on erosion have not yet been completed. NIO is still continuing its studies and we are in touch with the Netherlands-based consultancy Deltares. The estimated cost of the study over a period of two years will be between Rs.3 crore and Rs.3.5 crore, he told a press conference here.
Temporary measures are already being taken to protect the beach for the time being. So far, Rs 7 crore has been spent on beach nourishment and another Rs 7 crore will be spent by December 2016.
Long-term measures to battle beach erosion from January, 2016, including setting up of a 2.5-km-long artificial reef along the city's coast, will be taken up at an estimated cost of Rs 75 crore with financial assistance from World Bank, district collector N Yuvaraj said during a review meeting with various stakeholders in the presence of the beach restoration committee's coordinator and Visakhapatnam Port Trust chairman MT Krishna Babu at the collectorate.
Government has to take immediate steps to prevent beach erosion from coastal battery to submarine museum. Also, the Government has to take measures to prevent construction of concrete buildings from coastal battery to Bheemili through out the coast, to prevent beach erosion. DCI is adopting a new technology to nourish the eroded beach by laying a pipeline and complete the task within a month. For the first time, DCI will deploy trailer suction dredger, Dredge 16, in the project. It will pump out an estimated two lack cubic meters from the 'Sand Trap' and fit it near the eroded beach. The project is expected to cost around INR 5 to 6 crores.
Plantation of Coconut, palm, cashew trees through out the sea coast. Restoring beaches with reclaimed sand, Off -shore break waters, Coastal revegetation, Seawall, Beach nourishment. To prevent beach erosion, shore-parallel Geotextile Tubes (Geo Tubes) or Cement Boulders to be installed.
Generation of power from solid waste. Government has to consider to set up Waste to Energy Plants to solve the solid waste management problem.
GVMC signed an agreement on 17.02.2016 with the Jindal Urban Waste Management Limited on setting up a Waste to Energy plant at Gidijala in Anandapuram Mandal. GVMC would provide on lease 20 acres of land for the plant to generate 15 MW of electricity. GVMC has to supply 952 tonnes of solid waste to the plant to be set up with a cost of Rs.152 crore in 18 months.
19.10.2016 : Municipal Administration and Urban Development department has issued a GO No. 248 regarding allottment of 20 acres land at Kapuluppada survey no. 314 to Jindal Urban Waste Management Limited for a period of 25 years. JUWML is going to construct a Waste to Energy Plant.
The first e-waste management unit has started functioning in Gajuwaka in the Smart City. The Green Waves Recyclers, authorised by Andhra Pradesh Pollution Control Board (APPCB) for safe disposal of electronic waste and in collaboration of the GVMC, has set up 50 e-waste collection bin across the city. The Smart City generates an estimated 500 MT of e-waste per annum and experts say that in the wake of advent of new technology various existing electronic gadgets are becoming obsolete fast and given the trend, the quantum of the e-waste being produced in the city now will be doubled in the next five years.
Port City is likely to get an e-waste facilitator for safe disposal of electronic junk with a treatment plant proposed to come up at Ramky Groups Jawaharlal Nehru Pharma City (JNPC).
AP Pollution Control Boards Vizag division environment engineer Lakshmi Narayana said, "So far Vizag does not have any facilitator for e-waste collection. Around 25-30% of the e-waste is resold or exchanged based on online offers from electronic shops. The remaining is taken by unauthorised collectors for extraction of metals from the products or sometimes taken to Bengaluru and Hyderabad for processing."
All the houses in the city should be connected to the waste water network for collection and treatment of waste water by GVMC. Establishment of Tertiary treatment plants for waste water recycling to the Industries.
The three sewage treatment plants at One Town, Appu Ghar, and Mudasarlova have a capacity of 63 MLD. Waste water from them can be used for industrial purposes after tertiary treatment.
About 57 MLD of water will be available after treatment.
The recycling of water will make available an additional 12 mgd of water.
Disaster management as the organization and management of resources and responsibilities for dealing with all humanitarian aspects of emergencies, in particular preparedness, response and recovery. The first people to respond to a disaster are those living in the city local community. They are the first to start rescue and relief operations.
Government has to set up a disaster management team in the city.
IBM Corporation had come forward to prepare a disaster management plan for the city as part of their corporate social responsibility - IBM smarter cities challenge. City is a cyclone prone area and that too the city witnessed Hudhud. IBM decided to provide a strong disaster management plan using their expertise in the field.
District Collector, Mr. N. Yuvaraj said that government has allotted 3 acres of land at Kapulauppada for setting up a unit of National Disaster Response Force with a staff of 250 members, Initially Government allotted 100 members staff. Before that, Government is planning to set up a NDRF cell in the Vizag Smart City.
City police launch disaster response team.
As a contingency plan to take part in rescue operations during disasters and even untoward incidents like Aditi’s drowning, the city police have formed a disaster response team. Headed by ADCP (Special Branch) P.V. Ravi Kumar, it will have men and equipment to efficiently handle emergency situations. Commissioner of Police Amit Garg inaugurated the force and a vehicle at the Police Commissionerate on Tuesday. Speaking on the occasion, Mr. Ravi Kumar said that the disaster response team would have a total of eight teams (each comprising five police personnel) deputed from the Armed Reserve (AR) Police. But initially, they will be starting the force with two teams containing 10 members.“Other six teams will be joining subsequently, and the team will be on the spot after any disaster or untoward incident,” said Mr. Ravi Kumar.
The team has its own vehicle equipped with wood cutters, ladder, bolts, cutters, gum boots, hand gloves, crowbars, bill hooks, power teeth hooks with iron rods, shawls, spades, axes, hammers, and plastic ropes used for rescue operations. It will have a total of eight teams, each comprising five personnel, deputed from the AR Police.
Visakhapatnam is a very peaceful city and the law and order system always in control.
Government should provide more facilities to the police personnel, who are working 24 hrs for the safety of the people in the city. Also appoint more number of police personnel since the population in the city is growing rapidly.
Appointment of more number of Traffic police personnel is required, since traffic in the city is rapidly increasing..
Marine police system is to be strengthened because Vizag city has long sea coast from Gangavaram beach to Bheemili beach.
Cyber Crime police station is to be set up, since cyber crimes are increasing in the city.
Vizag Police Commissionerate have 23 police stations in the City.
Separate stations for traffic, cyber crime, central crime and city task force.
Own buildings for police stations.
Wi-Fi enabled police stations, GPS fitted police vehicles, Automation of traffic signals, High end central monitory station.
Traffic being the major concern, it is proposed to add 11 new traffic police stations to the existing seven.
City Traffic police have procured a fully-equipped interceptor to keep a vigil on speeding vehicles. The Newly acquired Vehicle is equipped with speed laser gun, breath analyser kit and a pan-tilt-zoom camera besides radar to detect speeding. The new equipment can track vehicles from a distance of 1 km and click the pictures and record their speeds accurately.
Traffic command control centre monitoring by 10 personnel, headed by an Inspector-rank officer. The video wall can receive 160 feeds simultaneously, Optic fibre connectivity, provision for wireless link, Effective for monitoring traffic including snarls, Facility for facial recognition on the anvil.

02.05.2016 - Chief Minister, Mr. Chandrababu Naidu seeks detailed report on need to install over 1,500 cameras in Visakhapatnam Smart City. He said to cover all the lanes and bylanes criss-crossing the city, they would need over 1500 CCTV cameras. Also said they would ensure that there would be round-the-clock surveillance of the city through comprehensive mapping so as to reduce traffic offences and timely detection of crime through video footage captured by the surveillance cameras.
24.05.2016 : Mr. T. Yoganand taking charge as new Commissioner of Police of Visakhapatnam Smart City on Monday (23.05.2016). Focus on tackling cybercrime. Apart from cyber crime the new CP said that certain other problems had been brought to his notice such as land grabbing, chain snatching, house breaking and traffic control.
A Smart City needs to be Safe City as well for citizens to live a smooth life.
Introducing smart surveillance technology or analytics to manage the crowd, traffic and following the building code (Code to be followed strictly while constructing a building, which sadly is not done in India) to manage natural/man-made disasters would make a city safe and secured for a citizen to live in. If we install CCTV in numerous places around the city, a perception of the city being safe is created.

A step forward in Smart Policing initiative. As many as 335 police officers, over and above the rank of sub-inspector to the Commissioner of Police, will soon be given high-end tabs as part of the smart policing concept. The tabs have already reached the Commissionerate and will be distributed in a day or two.Apart from having the calling and internet facilities, the tabs will be loaded with a host of features intended to keep the officers updated on the crime and the law and order situation in the city. Primarily, the tabs will be integrated with the Abhayam and Dial 100, the quick response applications of the police force. “The tabs will be GPS-enabled and once integrated with the Abhayam and Dial 100 programmes, the officers can be tracked and advised to rush to the crime scene in quick time,” says Additional Deputy Commissioner of Police (ADCP- administration) Venkateswara Rao. This apart, the tabs will serve as ready-reckoner as the gadgets will be loaded and updated with the latest FIRs, NBW status, criminal list and status of investigation of various cases.
21.04.2016 - Policing to go Hi-Tech in Vizag Smart City. City Commissionerate to soon have Personal Digital Assistants.The machine will have facilities to collect fines on the spot and generate e-challans. The machine will have swiping facilities, and fines can be collected by swiping the debit or credit cards. According to Mr. Amit Garg, the machines will be integrated with the Central Command Control Centre and CCTV network. “The video footage showcasing the violation can be shown to the offender and the fine collected on the spot,” said the Commissioner.
For the safety and security of the beach visitors, Community Guards should be deployed at RK Beach, Yarada beach, Rushikonda beach and Bheemili beach, 2 community guards for every 200 mts and also 2 Police Constables during Sundays and Festival days.
12.05.2016 : Indian Navy launches state-of-the-art underwater vigil system in Visakhapatnam Smart City. This underwater vigil system is capable of detecting, identifying, tracking and generating warnings for all types of surface and underwater threats to Visakhapatnam harbour. Vice admiral HCS Bisht, AVSM flag officer Commanding-In-Chief, Eastern Naval Command inaugurated the two systems.
Some of the buildings in the District Court Complex to be renovated and also provide more facilities at the court complex for Judges, Advocates and for the Clients. New buildings to be constructed in the space available at the Court complex, which is very much required since the population in the City/District is increasing day by day and also a demand/proposal for setting up a High Court bench.
Andhra Pradesh State Government has sanctioned an amount of Rs. 30.56 crores on 03.02.2016 for building new court complex at District court complex. Also new lifts work has started with an amount of Rs. 19.25 lakhs at Criminal Court Complex.
Vizag Smart City will soon be able to avail broadband connections with 15 mbps speed at just Rs 150 a month as part of the Digital India campaign. The state government has already embarked on the fibre grid project at a cost of Rs 330 crore and the project will be completed by August,2016.
To provide Wi-Fi connectivity through out the smart city.
On a pilot basis, free Wi-Fi facilities for 30 minutes are being provided at RK Beach, Vuda Park and Kailasagiri in the city by BSNL, in collaboration with Quad Gen and Reliance Jio. This is a good facility which could be used for both entertainment and education, youth said the time restriction should be extended to one hour from 30 minutes.
CM, Mr. Chandrababu Naidu launches Fiber Grid Project in Vizag Smart City on 17.03.2016. The AP FiberNet will give connection at Rs.149 per month for an 15 Mbps line to 1.3 crore households. Offices will get 100 Mbps connection at Rs.999 per month. The AP State Fiber Net Ltd is implementing the project.
Wifi connectivity through out the city. Free WiFi services to be provided in the Airport, Railway Station, Bus Complexes, Tourist places like RK Beach, Vuda Park, Kailasagiri, Rushikonda & Bheemili beach etc.
Optical Fibre Network Cable to be laid and provide internet facility to every household.
The services provided by the Central/State government as well as private companies should be completely digitalized. E-Governance should be implemented in all the Departments and participation of citizens in e-governance is more important.
Public healthcare system to be improved a lot and the government has to take all the measures to improve the facilities in the Government Hospitals / Primary Health Centers.
For making cities smart, we must make healthcare affordable first.
"You can't dream about being smart without being healthy"
Government should appoint sufficient number of Doctors, increase the number of beds, Nurses and other supporting staff, medical equipment, availability of medicines in the Government Hospitals situated in the City.
Government should provide minimum facilities like furniture, play ground, toilets etc, in the government schools/colleges in the city and also provide sufficient teaching staff.
Government should make Education compulsory for children upto 10th standard. English medium should be introduced in the Government & Municipal Schools from 1standard onwards and also make Telugu language is compulsory in all the schools. Government through the participation of private organization should provide proper buildings, sufficient number of teachers, furniture, toilets, laboratory equipment, sports equipment etc., in the Government and Municipal schools.
Smart class rooms to be setup in all the Government/Municipal schools, children could learn very fast with these smart classes.
'Future Classroom', which is not only having a virtual teacher, but the contents are available online too. So what one need is an internet connection and education can reach even the remotest place in India. Besides, though India has immense potential in the young generation but the educational resources are limited.
Government should take steps for the social security of the unemployed youth, disabled persons and old people residing in the city.
Housing to all. Own House to everyone in the City. Government with private participation build apartments for middle class people and offer them with an affordable price.
Eradication of Child labour by councilling them to go to school, provide employment to their parents.
Most important thing is to avoid people sleeping on the footpaths, bus shelters etc., Government should provide homes to these people.
Government has to ensure food security to all the people.
Public Transportation system should be improved. BRTS Roads, Metro Rail, Flyovers.
Intelligent traffic planning, the promotion of public transport and the improved interconnectedness of all road users in a city-wide communication infrastructure comprise the mobility characteristics of a smart city. Fewer traffic jams in the inner city and the development of a largely zero-emission public transport system ultimately have a positive impact on the environment and the quality of life in smart cities.
The public transportation system is the lifeline of a smart city. It fills the city with life through a continuous and controlled flow of people and products and carries everybody to his or her destination. In an intelligent city, the development of the public transportation system is promoted because it provides the general public with basic services.
Laying Cycling Tracks wherever possible.
Multi Level Parking Complexes. Various locations are being explored for setting up multi-level parking. It is yet to be decided where the first such facility would come up, among the locations are Ramnagar, Jagdamba Junction and Diamond Park.

Vizag is the only Smart City to install LED bulbs in all the streetlights with a centrally-controlled monitoring system.
Vizag which is the first City in the country to be fully lit with LED lights has earned another distinction. A Centrally Controlled Monitoring System (CCMS) for maintenance and monitoring of LED lights in the city has been launched – which again is a first in the country. Driven by cloud-based technology, each of the boxes will be given a specific number and be linked to the central EESL system which will enable any repair within 48 hours. EESL has entered into a Memorandum of Understanding with the GVMC to operate and maintain 92,000 LED lights. The LED lights and CCMS will be maintained for a period of seven years by the EESL.
